Site owner, Christopher Woolson, created LitterButt.com after watching motorists discard their cigarettes each day during his commute and being told that one person cannot change thousands." Through technology Chris designed LitterButt.com to automate the reporting process whereby users report highway litterbutts." Every two weeks these reports are compiled for Pennsylvania, Texas and North Carolina where the Department of Transportation notifies offenders that they were observed littering, the consequences and environmental ramifications. Reports entered for non-participating states are emailed to the Governor of each state if an email is on file and send via USPS on a quarterly basis to ensure receipt.
New tools have also been added for users including State Laws and penalties for littering, a database quickly constructed through site volunteers. Enhanced reporting by state as well as by age, sex and litter type has been incorporated. State have responded to LitterButt.coms quarterly reports and are posted online for everyones amusement.
