(PRWEB) June 5, 2004--I plan to generate more than $200 Billion per year in funds through a comprehensive environmental impact surcharge on all product packaging materials of goods manufactured, sold or imported into the United States and its Territories.
I have a plan to impose a Federal Environmental surcharge ranging from as small as 1 Cent for single piece, single material, containers to $10 dollars for mixed material, non-recycleable product packaging which will generate more than $200 Billion in funds per annum to be used by the Government for environmental and other purposes.
These surcharges will be imposed on the manufacturers when they package their goods for sale or shipment, or by subsequent distributors who add packaging materials to the goods.
This plan, if enacted, will rapidly reduce the Federal Deficit and eliminate it within a few years. In order to reduce the impact on Americans income I want to raise the non-taxable income level to $10,000. This will ensure that Americans of modest means will not be hurt by this surcharge imposition.
