Jolly graduated from Brigham Young University where he earned a Bachelor of Arts in Spanish and a minor in Communications/Public Relations. Jolly worked in the fields of Human Resource Management as well as Marketing prior to entering the law enforcement field.

Following the Terrorists attacks of September 11, 2001, Jolly had an increased desire to serve the national community and later joined the United States Secret Service. Jolly brought with him a Border Intelligence and law enforcement background. Jolly worked on numerous protection assignments for the U.S. President and Vice President as well as many foreign heads of state and other dignitaries. Jolly conducted investigations in between protective assignments.
