This seminar, presented by a distinguished panel of legal and insurance professionals, will identify and review the numerous issues arising out of claims for construction defects.

Steven B. Kaplan is a principal at the Hartford, Connecticut, law firm of Michelson, Kane, Royster & Barger, P.C., where he practices in construction and surety matters, and civil litigation. He received his J.D. degree from the University of Connecticut School of Law, where he was editor-in-chief of the Connecticut Law Review. Mr. Kaplan received an M.A. degree from the University of Massachusetts and a B.A. degree from Columbia University. He teaches Law of Construction Contracts" in the Central Connecticut State University program for Construction Management and has taught The Law of Public Construction Contracts" at the University of Connecticut School of Law. Mr. Kaplan is a member of the American Bar Association Forum Committee on Construction Law and the ABA Surety/Fidelity Law Section, as well as a founding member and treasurer of the Connecticut Bar Association Executive Committee on Construction Law. He is a member of the board of directors of the Hartford County Bar Association, and is co-chair of the HCBA Technology and Intellectual Property Committee. Mr. Kaplan is a panel member of the American Arbitration Association, a member of the AAA Advisory Board for Connecticut, as well as a panel member of American Dispute Resolution Center. He is a frequent lecturer, and has authored numerous texts and articles on construction law issues.

Anthony W. Polini, Jr. is an executive underwriter in commercial markets for ACE Environmental Risk in Philadelphia, Pennsylvania. He is responsible for marketing environmental insurance programs, underwriting new and renewal business, and binding coverage on acceptable risks for the commercial accounts division. The lines of business Mr. Polini underwrites include contractors pollution liability, professional liability and premises pollution liability. He focuses on the construction and environmental marketplace, environmental consulting/contracting community and the environmental brokerage community. He is typically involved in the placement of CPL and Contractors E&O coverage lines for OCIPs, CCIPs and practice policies. Mr. Polini previously worked as a senior risk consultant and senior underwriter for XL Environmental, Inc. (f/k/a ECS Underwriting, Inc.). He also has worked as a corporate health and safety officer for VFL Technology Corporation, where he managed the corporate health and safety program for 300 employees, and was responsible for OSHA, EPA and NRC compliance, field audits, pre- and post-inspections, accident investigations, compliance checks and in-house compliance training per CFR regulations. Previously, Mr. Polini worked for Envirogenics, Inc., where he was a project manager/environmental scientist and managed field technicians for various environmental remediation and stabilization projects. He graduated from Millersville University with a B.S. degree in occupational safety and industrial hygiene.

Kevin M. Spellacy is vice-president of the Construction Industries Group, at RC Knox & Company in Hartford. He began his surety and insurance career with The St. Paul in 1979. Mr. Spellacy worked in various positions in St. Pauls Bond Department before joining The Hartford Insurance Group in 1984. While there, Mr. Spellacy assumed the position of assistant bond manager with responsibility for directing the office fidelity and surety operations for the entire New England area. He joined RC Knox & Co. in 1989. As vice-president in the Construction Industries Group, Mr. Spellacy is responsible for the sales and service of insurance, risk management and bonding needs of contractors, and other large and complex commercial accounts. He is on the board of directors of both the Associated General Contractors of Connecticut and the Connecticut Subcontractors Association. Mr. Spellacy is also a founding member of the Business Relations Committee of the local AGC, as well as a two-term member of the National AGCs Subcontractor Relations Committee. He is a member of Connecticut AGCs Executive Board and is the national representative for the Connecticut Chapter Suppliers/Service Providers Council for AGC of America. Mr. Spellacy graduated from Holy Cross College with a B.A. degree in political science. He has attained his Associate in Fidelity and Surety Bonding (AFSB) designation and his Chartered Property and Casualty Underwriter (CPCU) designation. Mr. Spellacy was recently appointed to the Industry Advisory Board of the Central Connecticut State University Construction Management Program.
