David served as an International Fellow for the International Foundation of Education and Self-Help and as an international research fellow with the United Nations African Institute of Economic Development and Planning in Dakar, Senegal. After attending the United States Military Academy at West Point, David completed his BA in Political Science at the University of Kansas and earned his MPA from Rutgers University.
