The do not call Registry was created because the FTC felt that telemarketers were invading the consumers privacy. As a result at the end of the initial sign up phase over 40 million numbers were listed on August 31, 2003, and now it exceeds 50 million.

Compliance to the Registry is due to take effect October 1, 2003. The List Manager 1.0 is a computer program that was designed to allow the user to check over thousands of telephone numbers in a short time. List Manager 1.0 is distributed by State and comes with a free formatted copy of the Do Not Call List for the desired State.
