WebCOBRA.com is an enterprise-ready system available at small employer prices, while offering the same COBRA administration functions available to significantly larger employers and administrators. Small employers typically cannot find a TPA to do COBRA administration for them and for their insurance carrier; if they offer COBRA administration at all, it probably includes only the billing and premium collection.
