The International Union of Former Juvenile Prisoners of Fascism representing Nazi victims in the former Soviet Union including Ukraine, Russia, and Belarus has joined three other victim organizations in supporting class action litigation against the Vatican Bank, Franciscans OFM, and the Croatian Liberation Movement in United States Federal Court in San Francisco.

The Vatican Bank and Franciscans aided the Croatian Nazis known as the Ustashe in their escape to South America via the infamous Vatican ratline. The Ustashe were responsible for the deaths of over a half million Serbs, Jews, and Gypsies in Croatia and Bosnia during the Second World War. Croatian Nazis and their German allies destroyed and looted property in Russia, Belarus, and Ukraine. With the help of the Vatican and Franciscans, gold and other valuables stolen by the Ustashe was laundered through Switzerland and South America. The Ustashe renamed themselves the Croatian Liberation Movement in 1956 and returned to Croatia in 1993 from exile in Canada and Argentina.

The class action litigation was originally initiated by two Ukrainian organizations, the Organization of Anti Fascist Resistance Fighters and the Ukrainian Union of Nazi Victims and Prisoners as well as individual Ukrainian and Jewish concentration camp survivors. They were soon joined by Serb and Jewish victims from the United States and Yugoslavia and the Jasenovac Research Institute, an organization devoted to the memory of the hundreds of thousands Serb, Jewish, and Gypsy victims murdered by the Ustashe at the Jasenovac complex of concentration camps.

The Chairman of the International Union of Former Juvenile Prisoners of Fascism is Professor V. Litvinov. As an official Ukrainian representative, Professor Litvinov attended the Washington Conferences on Holocaust-Era Assets and London Gold Conferences. He is an internationally recognized expert on Holocaust era restitution and the author of two books on Nazi gold.
