BACKGROUND: After nearly three years of technical analysis and intense policy debate, SCAGs Regional Council adopted a comprehensive regional airport strategy in April 2001. SCAGs plan is intended to help Southern California meet its air passenger and cargo needs by 2025. Their strategy recommends constraining growth at LAX to 78 million air passengers (MAP) per year and distributing a greater portion of airport demand to Ontario (30 MAP), a commercial facility at El Toro Marine Air Station (30 MAP) and other Southern California airports. Mayor Hahn also has long supported a regional approach to handling future airport demand.
