RAMPRATE AND TIER 1 RESEARCH ANNOUNCE EXCLUSIVE RELATIONSHIP, BRINGING NEW LEVEL OF INTELLIGENCE TO INFORMATION TECHNOLOGY OUTSOURCING MARKET

Tier 1 Research will be providing its database to RampRate, a free service that matches enterprises with outsourcing companies. Tier 1 Research provides financial & operational statistics, details about all the datacenters in the world, and sample customer lists to help enterprises shorten their list in choosing service providers.

Enterprise IT decision makers now join investors and service providers
in benefiting from Tier 1 Research's extensive statistical database
for the Internet Infrastructure Services Market

SANTA MONICA, Calif. and MINNEAPOLIS, Minn. (January 15, 2002) -- Tier 1 Research, the leading research and consulting firm for the Internet infrastructure software and services industry, and RampRate, a trusted intermediary for hosting and Internet services, today announced that the two companies have formed a strategic partnership to enhance the industrys only online statistical database currently serving investors and service providers, while leveraging this information to create new analytical tools for the benefit of enterprise IT decision-makers.
On behalf of its clients -- and at no charge to them -- RampRate will access Tier 1 Researchs extensive online information database to help determine the best fit between client and provider. In turn, Tier 1 Research will gain in RampRate a partner supplying a steady stream of information from participating RampRate providers on service and technology demand trends in the enterprise, adding a valuable perspective that Tier 1s growing roster of clients will receive via its research products.
Tier 1 Research and RampRate will work together to augment Tier 1 Researchs unique and valuable database, the Sector Information eXchangeŠ, to facilitate informed IT outsourcing. This online database stores extensive business, technical, and financial information for key technology sectors, including managed infrastructure services, complex co-location/Web hosting, managed storage services, content delivery services and bandwidth/fiber providers.
Tier 1s critical information will be incorporated into RampRates proprietary Service Provider Intelligence (SPY) Index, a multi-dimensional analysis that RampRate and its clients use to analyze the options for procuring Internet services and ensure objective matching of client needs to provider capabilities. The SPY Index weighs more than 35 business and technology factors associated with Internet and hosting services: infrastructure, technical/operational capabilities, financial viability, marketing resources, client resources and brand strength, among others.
Additionally, RampRate will contribute its expertise in the content delivery and streaming media service markets, which collectively will enable both parties to better serve their clients with the industrys most comprehensive information on providers worldwide.
Our expertise in research, along with RampRates expertise as a business catalyst that makes complex deals happen, will enable us to deliver significant value to our respective clients and begin to transform the IT outsourcing market," said Andrew Schroepfer, president, Tier 1 Research, and a former VP with Goldman Sachs. RampRate shares our commitment to providing clients with the most accurate, insightful research and analysis, which we look forward to collaborating on with the SPY Index. With Tier 1 serving as RampRates intelligence partner, were looking at an enormous validation of its 'objective broker model, where everyone truly wins."

Better Data, Better Decisions
In its recent Infrastructure Services Bible 2.0" report on the size of the outsourced Web application services market, Tier 1 Research estimated that $5.7 billion was spent on such services in 2001. Even more compelling, this total was derived from the outsourcing of only 3 percent of enterprise Web-based applications. Amid projected market growth to $17.6 billion by 2005, Tier 1 has identified a critical need for information, guidance and educated decision-making for IT decision makers, service providers and investors. With todays announcement, the combined intelligence and resources of RampRate and Tier 1 Research will address these demands of their respective clients.
In partnering with Tier 1, the industrys foremost research provider, we will turn quality data into 'actionable knowledge, and in turn advance our methodology of helping companies make business-critical outsourcing decisions in half the time, while strengthening our position as trusted, objective and information-based free service," said Tony Greenberg, CEO and founder, RampRate. Because of this relationship, our clients will be able to make faster, higher quality strategic decisions about provider selection and project fulfillment."
Dun & Bradstreets Barometer of Global Outsourcing study indicates that as many as 25 percent of outsourcing relationships fail because the client doesnt clearly communicate its needs, costs exceed expectations, and quality of service is poor.
The mantra in the late '90s was to grow at all costs, which has now become 'cut all costs," Greenberg said. One thing, however, has not changed -- the importance of managing and enforcing SLAs. Each dollar spent must deliver maximum value. This is why the RampRate/Tier 1 Research partnership is such a powerful combination. Provider and client alike can now rely upon an informed, trusted third party for objective information, allowing them to move forward with complete confidence."
