1) ATPG, (ATP Oil & Gas, Oil and Gas Operations) - Long, Strong Buy. This is a sector we will be paying increasing attention to as we come out of winter and move into spring. The 5-year industry chart shows greatest strength heading out of cold weather. ATPG recently announced its largest oil and gas reserve in its 10-year history. After its IPO in February of 2001, ATPGs share price has fallen to bargain status, dropping from $14 to a recent low of under $1.50. In late February, however, ATPG moved consistently upward, with 13 of 14 trading days in the green. On March 13, a major technical event occurred, with the 13-day moving average crossing the 50-day. Volume has been good throughout. With a tiny float of under six million shares, the potential for volatility is great and liquidity may be an issue, but we see ATPGs upward trend with good accumulation and money flow showing no sign of turning. There is no real overhead resistance until above $6, but by the same token there is no real support below either.

2) AV, (Avaya Inc., Communications Equipment) - Long, Strong Buy. Avaya has been riding above its 13-day trend for the last couple of weeks, and pulling that moving average closer and closer to its 50-day price, currently $7.47. Throughout this move, volume has been strong, and corrective days have been minor. More than 60% off its 52-week high, AV has plenty of upside room to move, with little in the way of resistance until $8.90. It also shows strong support below at $6.10. Fifteen percent of shorts recently covered their positions and it looks as though the stock is positioned for a sustained uptrend. Both the fast and slow MACD lines are continuing upward with room to move forward before the stock is overbought. If the trend continues, look for the critical event of the 13-day moving average crossing the 50-day in the low $7s and expect a potential breakout if that occurs.

3) HRH, (Hilb Rogal and Hamilton Co., Insurance) - Short, Sell. This stock has been on a downward fall since Feb. 5, when it traded at $38 (an almost 20% fall from grace). We see no end in sight. The last five sessions of selling culminated in an ugly gap down on Friday, when the stock opened lower than it closed on Thursday - always an ominous sign. Put with that a brutal set of trend lines - HRHs 13-day line has crossed below its 50-day line and is closing in on the 200-day line - and there appears to be room to ride this dog down for another substantial gain.

4) RGCI, (Regent Communications, Radio) - Long, Buy. The two-month chart for this Kentucky-based micro-cap radio stock is intriguing for a possible trading play. Eight of the stocks last 11 sessions have been spent in the green, after the company announced what could easily be termed brutal earnings (a 6-cents-per-share loss in 4Q) and warned about revenues (theyll lose two cents per share during 1Q). But this must have been expected, because a lot of the selling of the stock was already wrung out. Fridays gap up was driven by an analyst upgrade, so look for a pullback to around $6.25 before buying in.

5) TERN, (Terayon Communications Systems, Communications Equipment) - Long, Strong Buy. We view Fridays action on TERN as a sign the share price is ready to turn dramatically to the upside. After four days of falling victim to the overall NASDAQ market correction that saw the index lose 60 points for the week, TERN flashed an impressive buy signal Friday, closing near its intraday high. More importantly, it closed above both its 13-day and 50-day moving averages. The last time this occurred was in December, when the stock was trading near $13. Also of technical significance, TERNs MACD indicators have returned to their trend line in a healthy upward move. Look for volume to pick up on Monday, as these technical considerations will catch traders eyes over the weekend. TERN broke through strong resistance at $6.80 and faces its next serious test around $8.60 with breakout possibility to $10.40 and downside support now at $6.80 with a secondary floor at $6.19. We view the risk-reward ratio on TERN to be excellent, and view its first overhead resistance as attainable with momentum.

6) UNT, (Unit Corp., Oil & Gas Operations) - Long, Strong Buy. Even with a doubling in value since trading at $8 in late September, this small-cap natural gas explorer is still undervalued. The stock has a low P/E of 8.87 (far below the 27.11 average on the S&P SmallCap 600). In a sign its a solid buy heading forward, UNT raised revenue 29% and net income 83% during 2001. Another good sign that UNT is held in high regard is that the stock is widely held among institutions (i.e., mutual funds, banks and other money managers), who own 86% of the available public shares and are still buying. As far as the two-month chart, the stock has been consolidating over the past seven session and, with an OHLC reversal bar on Friday, is signaling a move higher.
