California Rule 2009, which covers NOx (nitrogen oxide) emissions, may cause the owners of several older power generation units that do not meet state requirements to retire them at the end of 2002, if they cannot reduce emissions. Most of these units, which were built in the 1950's and 1960's, are natural gas and/or oil-fired boilers or combustion turbine/generators, are not efficient enough to warrant the capital expenditures that would allow them to continue running.
