In the late 1990's, it was determined that for the continued growth of the Detroit, Michigan area, a LRT (Light Rail Transit) project would need to be considered. To that end, CATA (Capital Area Transportation Authority), under the direction of the State Department of Transportation, began a study to determine the exact transportation needs of the area.
