               The NHTSA estimates 23,000 crashes and 535 fatal crashes annually involve blowouts or flat tires. The government has proposed a new rule mandating that all vehicles made after November 2003 have systems to warn drivers about low tire pressure. This is partly in response to last year's recall of 6.5 million Firestone tires.
