Senior Director, White House Office of Homeland Security to Speak at Summit
Arlington, VA -- October 4, 2002 -- The Law Enforcement Development Center announced today it will host, in association with The Performance Institute and Crisis and Consequence Solutions, Inc., the 2002 Homeland Security Summit October 28-30, in Washington, D.C.
First responders from state and local jurisdictions nationwide will attend to better prepare themselves and their agencies for effective response to a terrorist threat. Several expert speakers and leading practitioners in the field will present information to attending personnel.
Mike Byrne, Senior Director of Response and Recovery from the White House Office of Homeland Security, will kick-off this year's event with discussion of new strategies for combating the terrorist threats, the creation of the Department of Homeland Security, and methods of coordinating domestic exercises for training first responders.
Attendees will be divided into groups based on service areas and expert instructors will facilitate four half-day, specially designed attack scenarios. The scenarios include Persistent Chemical Attack, Biological Attack, Dirty Bomb" Radiological Dispersion Device with Cyber Attack Complications, and a Conventional Attack with a Nerve Agent present during response. Each scenario will go-in depth on the details of the attack and cover issues such as emergency response plan analysis, jurisdictional resource allocation, consequences of mass casualty terrorism, implementing federal agency response, and response actions vs. investigation.
During the last half-day session, attendees will be updated on the recent federal allocation of Homeland Security funding for first responders. A joint presentation will be given by an expert grant writer and a representative from FEMAs Office of National Preparedness on how the money will be administered, and best practices for grant applications.

The Homeland Security Summit, a three-day, hands-on conference designed by The Law Enforcement Development Center, strives to better educate and prepare first responder agencies for potential terrorist acts by focusing on essential skills needed for effective and cohesive response.
