Q COMM AND POINT DE VENTE TO ESTABLISH SERVICE BUREAU IN CANADA FOR ELECTRONIC DISTRIBUTION OF PREPAID SERVICES

(OTC BB: QCCM), a business services company focusing in the electronic distribution of prepaid wireless and other prepaid services, announced today that it has entered into an agreement with Point de Vente of Rosemère, Quebec, Canada to establish a service bureau for the electronic distribution of prepaid services.

(OTC BB: QCCM), a business services company focusing in the electronic distribution of prepaid wireless and other prepaid services, announced today that it has entered into an agreement with Point de Vente of Rosemère, Quebec, Canada to establish a service bureau for the electronic distribution of prepaid services.
Under the agreement, Q Comm will issue its proprietary, service bureau hardware and software to Pointe de Vente. Thereafter, Point de Vente will purchase Q Comm point-of-sale activation (POSA) terminals, place them in retail locations and manage them through the service bureau system under which Q Comm receives transaction fees.
Point de Vente expects to have its service bureau system completely installed by the end of 2002 and begin rollout of terminals to their retail network of more than 2,000 stores in the Quebec and Ontario provinces in first quarter 2003. Canadian retailers working with Point de Vente will be able to replace costly paper or plastic scratch cards with an efficient electronic alternative that cuts inventory costs, theft and stock outages, while boosting management capabilities and sales of prepaid services.
Weve conducted extensive research on point-of-sale activation solutions and narrowed our choice to Q Comm as the best solution for this ever growing market," said Jean-Pierre Poulin, President of Point de Vente. We think ahead and we like the fact that the Q Comm system is future ready. Right now we sell mostly prepaid wireless with some prepaid long distance. We dont have prepaid MasterCard or prepaid dial tone in Canada yet. However, when these and other services like prepaid cable get here, well be ready to plug them into our retail network.
The fact that the Qxpress terminal prints on durable cards that can be customized for each retailer is also significant, as millions of cards are sold annually in the province of Quebec alone," continued Poulin. We sell mostly to major retail chains and our major client in Quebec is Couche-Tard. We sell prepaid services throughout their 550 stores in Quebec. Initial response for the Q Comm solution from our retail network has been very positive and we already have retailers waiting for their terminals.
Q Comms unique service bureau model gives us the autonomy and flexibility we require. Well not only begin rolling out terminals through our own sales people throughout Quebec and Eastern Ontario, but for the first time, well work with other brokers and distributors, some of whom are our competitors. After we establish a good, strong service bureau here, our goal will be growth whether by our own reps or sub brokers. So long as volume goes through us, were delighted.
Because it solves so many problems specific to delivering prepaid services, electronic distribution enjoys a huge market and lots of demand in Canada. Retailers are really burdened right now in trying to support a growing variety of prepaid inventory that is demanded by their customers. In addition to the four national wireless carriers they have to support here in Canada, theres a vast array of prepaid long distance products with other prepaid services. Because of high costs, retailers are trying to minimize inventory but constantly run out of stock and lose sales. Electronic distribution enables us to solve these problems.
Our new service bureau will also solve distributor problems. Because of the high occurrence of theft of prepaid services, its practically impossible for a prepaid distributor to get insurance in Canada. Our electronic distribution services will not only cut a distributors risk by cutting theft, it will also give him much better inventory management," concluded Poulin.
