The Enterprise Networks division of Siemens Information and Communication Networks Inc. The award was given to Siemens in recognition of its innovative converged switching solutions for government end-users.

Specific criteria included: significance of new products in the industry, competitive advantage of new products in the industry, product innovation in terms of unique or revolutionary technology, product acceptance in the marketplace, new product value-added services provided to customers, and number of competitors with similar products.
