Business Information Publications Becomes Worlds First e-Sender to use new Gateway
Glasgow company becomes first OJS e-Sender in world to use new XML gateway system. System is the first truly automated system for sending and publishing notices to the OPOCE (Office for Official Publications of the European Communities).
Glasgow-based company Business Information Publications (BiP) has fought off competition to become the first OJS e-Sender" to use the new XML Document Type Definition (DTD) to produce contract information for publication in the Official Journal of the European Communities (OJEC).
On 23rd December 2002, BiP became the first OJS e-Sender in Europe to move into production, with the brand new XML gateway using their PrOJECt Online
e-notice service.
More Speed and Efficiency
This gateway is the first truly automated system for the sending and publishing of notices to the OPOCE (Office for Official Publications of the European Communities) via structured XML messaging. The system is designed to significantly speed up the process of publishing notices in the OJEC without the need for re-keying the information, thus making the process faster and more efficient.
Dedication and Belief
Thorough vetting and approval by OPOCE specifically for the transmission of XML files for publication in the Official Journal of the EC, along with dedicated belief in the e-tendering process, has allowed BiP to be the first contracting entity in Europe to move to the production stage, thus placing the UK at the forefront of this cutting-edge technology.
Hilde Van Loon, of OPOCE, said One of the objectives of the Office for Publications of the European Communities is to use new technologies like XML for the collection of notices to be published in the Supplement to the Official Journal (OJEC). The partnerships with different OJS e-Senders in the Member States, such as with BiP, will help the Publications Office achieve its goal to increase the number of notices sent in electronic format. For 2003, the Office is aiming for 30% of the total number of notices published to have been received electronically."
Contract Notices 6-9 Days Earlier
BiPs IT Director Scott Smith said We are delighted to be the first OJS eSender in production. We believe the new XML gateway will add significant value to the PrOJECt service users in the UK public sector. From the suppliers side, contract notices will be available from 6 to 9 days earlier than before through our www.tendermatch.com service. This will give suppliers a week 'extra to prepare responses with no change required to the buyers timescales or procedures. That is a significant efficiency gain through the use of electronic business solutions in government procurement"

BiP is also the only official UK publisher of MoD contract information and is recognised within government as an expert on issues relating to European public procurement processes and applications.
BiPs service development is solely client-driven. In addition to providing our growing client base with more open contract notices and awards, faster than any other service provider, we also provide internet services and web management as a GTC* approved supplier, with technical and contract procedural support. We are also a leading provider of e-tendering procurement systems.
