Roussel, a native Texan, began his Washington career in 1969 as press secretary to then U.S. Congressman George Bush. When Mr. Bush subsequently served as U.S. Ambassador to the United Nations (1971-73) and chairman of the Republican National Committee (1973-74), Mr. Roussel was his personal press officer. Roussel went on to serve two tours of duty in the White House, first as staff assistant to President Ford (1974-76) and as a special assistant and deputy press secretary to President Reagan (1981-87).
