Ann Sulkovsky invited Debra Ruh, president and founder of TecAccess, to speak to procurement officers, Section 508 coordinators, and other staff members of the Coast Guard and Department of Transportation. Ms. Sulkovsky is the Section 508 Coordinator for the Coast Guard. The event occurred on February 27, 2003, from 1:00 to 2:30
First given at the annual Section 508 Coordinators Conference in November 2002, Ms. Ruhs presentation focused on testing and assessment of Electronic and Information Technology (E&IT) for Section 508 compliance. It is quite timely since vendor certification is controversial within the Section 508 realm. Ultimately, federal agencies are responsible and liable for the E&IT products that they procure. Therefore, Ms. Ruhs presentation offers an informative prospective for anyone involved in the management and procurement of E&IT in the federal government.
Section 508 is the amendment to the Workforce Rehabilitation Act of 1973, which was signed into law by President Clinton in 1998. It requires all federal departments, agencies, contractors, and federally funded companies to make their electronic and information technology accessible to people with disabilities. The law covers their development, maintenance, procurement, and use of these technologies.
