The International Trading Company (ITC) in Malta is formed as a private limited company and, with certain exceptions, does business exclusively with Maltese non-residents. Although taxed at the same 35% rate on profits as a Malta resident company (and therefore alleviating the ring fencing" concerns of the OECD), a system of tax refunds on dividends paid to non-residents effectively reduces the tax rate to 4.17% to the shareholder.

The identity of Directors and shareholders is generally disclosed but if Malta licensed nominees are used, further disclosure need not be made beyond that to the nominee.
