Los Angeles, CA Mervin Evans, the leading Democratic challenger to Barbara Boxer in the March 2004 election has asked President Bush for the development of a American Workers First Policy. Evans indicated that he had faxed a letter to the White House legislative affairs unit.
Evans has asked the President to Stop all Employment based Visa Applications
programs and have the Small Business Administration create Pro-Active,
forward thinking job protection measures."
Evans also indicated to the President that he supported a Greater role for United Nations involvement in the Iraq crisis. Evans stated: The UN should carry some of the burden."

I am very delighted to see that your are encouraging the United Nations to share some of the burden in Iraq. This is a good and wise public policy. This letter is a request for information, as Democratic candidate for US
Senate in California, I need to have a better understanding of your American Workers First Policy!
Mr. President, in my judgement we need to Stop all Employment based Visa Applications 2 Years!
Greater Use of the Small Business administration: The Small Business Administration must respond when
notification has been received that a local company has experienced a layoff, or will experience a plant closure.
The SBA should create a local rapid response team to determine the best cooperative effort to address the needs of workers and the employer. In many cases financial support or markets support can be developed to save that company and protect good paying American jobs. However, when a final plant closure has been announced, and/or a layoff has occurred, with the intent of making an overseas job or plant move, all Federal Contracts with company should be halted. Federal Contracts should not reward corporations that engage in a
job exporting policy.
The employer benefits by working with the Small Business Administration rapid response team, to provide low
cost unemployment insurance benefits, and other management services. The Small Business Administration should have the power to direct the Securities Exchange Commission to stop public stock trading of any company that engage in overseas job transferring. Shifting employment from American workers to Third World- Low Wage countries is wrong.
In conclusion, your actions to provide a larger role for the United Nations in the Iraq crisis is sound public policy. Giving the SBA a new role, to assist the business community in a Pro-Active, forward thinking manner is Good Public Policy.
