Elaine Buffington, CPA, to Participate in Panel Discussion at Empire Zone Conference
Elaine S. Buffington, CPA, principal at Fagliarone Group CPAs, PC has been invited to participate in a panel discussion at the Empire Zone Conference. Buffington will be one of five Certified Public Accountants participating in the panel. The Conference, sponsored by New York's Empire State Development office and the Empire Zones program, is being held in Lake Placid on September 11 and 12, 2003. Conference attendees include zone coordinators and others responsible for or affected by coordinating and implementing the Zone program.

The Empire Zone Conference provides attendees with the latest information on the Empire Zone, including: information on the July 31, 2004 sunset provision; regulatory changes submitted to the Governor's Office of Regulatory Reform; a review of boundary revisions; discussion of the new certification process; presentation of the new program reporting requirements; local zone development policy; marketing initiatives; and business development strategies.
Elaine Buffington, CPA, will be a participant in a panel discussion entitled "EZ Benefits: A View From the Other Side." The panel will feature several accountants with extensive experience assisting Zone Certified Businesses and the accountants' issues regarding utilization of zone benefits. Panelists will present case studies illustrating how timing, corporate structure and employment fluctuations have affected their clients' tax benefits. Conference attendees will have the opportunity to ask panelists questions.
Buffingtons area of expertise is in auditing, mergers and acquisitions, accounting and corporate taxation. She has extensive experience with not-for-profit organizations and municipalities, as well as manufacturers, wholesalers and retailers. Buffington is a principal with Fagliarone Group CPAs, and she works out of the firm's Auburn office. The firm has more than 40 clients currently located within Empire Zones across Upstate New York.
