Mike Rejest is responsible for the Southwest region and has over 35 law enforcement officers reporting to him. Rejest has survived countless administrations and even more policy shifts. An environmental terrorist is operating from somewhere in the 4-state territory Rejest oversees. Cattle barons have been executed in the night, corporations suddenly destroyed by unexplained explosions, there have even been unsolved murders of several of his field operatives and government trappers.

This eco-terrorist is skilled with weapon and explosive alike, taking the law into his own hands, meting out justice in a violent and cruel manner. His vendetta is personal, like a religion or philosophy. They set out to hunt down the stranger in the New Mexico wilds, only to discover that they are being pursued instead. The difference between predator and prey grows murky, only separated by the quickness of reflexes and the caliber of firearms. Yet the mystery deepens even more, as Rejest and his men discover more than they could have suspected. Out of Rejests military past, arises a man already dead, who has made a pact to be an avenger.
