Background:   43 nonprofit and public organizations across the country are receiving a grant to recruit volunteers 55 and older who are willing to help with homeland security at the local level. For example: The Corporation for National and Community Service announced Thursday that CommunityNet is one of 43 to receive such a grant. The corporation awarded $10.3 million to the groups to become better prepared in disaster response and attain President Bush's goal of involving more Americans in homeland security.
On Sunday (Sept. 28, 2003), 5:30 p.m. (PDT) and 6:00 (EST) on CBS (Ch2. in LA) Counterterrorism Expert Elsa Lee, CEO, Advantage-SCI, Redondo Beach, CA., will speak candidly about the idea of using volunteers for Homeland Security.
The interview will address homeland security volunteers -- how they can be resources or possible risks to the overall process. People have different abilities, skills, and backgrounds," explained Lee. Volunteers who dont have the proper training, abilities, or skills could go beyond what is expected and potentially endanger themselves or the community. It would be great to have them as resources to law enforcement or neighborhood watch programs, but such a program needs to have controls in place, careful screening of volunteers not just for abilities but to ensure that terrorists arent among the volunteers."
