Research and Markets have announced the addition of the "2003 Australia - Regulatory and Competition Australia" report to their offering.

The traditional telecommunications market remains highly driven by regulations. Access to the national network, remains an ongoing issue. Local loop unbundling and the various interconnect and wholesale arrangements are all updated and analysed. The 2003 initiatives taken by the ACCC are discussed and analysed as well as the jungle of mobile termination and roaming. The report also analyses the ongoing issues surrounding the privatisation of Telstra and the related structural and accounting separation developments. The report discussed and analyses the various industry reports, namely the Estens and Besley Reports and includes the first elements of the implementation plan, e.g.. broadband aggregation. The issue of the future the transition from telecommunications to media regulation is also analysed.

KEY HIGHLIGHTS

There is more competition in less regulated market segments (eg data) than in heavily regulated markets (eg fixed voice). This creates questions about the efficacy of the current regulations.

Over-regulation is now hampering competitors wishing to enter the CAN market.

ACCC powers will be severely tested in the battle for better mobile prices for consumers in areas such as fixed-to-mobile charges, mobile roaming between national operators, etc. Consumer prices in these areas will need to drop by 50%.

Internet peering issue needs to be resolved to make the broadband market more profitable for ISPs.

Privatisation will not happen unless the government comes up with a long-term investment plan for a basic national telecommunications infrastructure.

Government will have to explain to (potential) shareholders why Telstras value is significantly higher than that of much larger companies such as British Telecom and AT&T.
