Libertarians Remind California Voters There is One Place to Vote No on the Recall Ballot - Proposition 53
While Republicans threaten to blow their historic opportunity to elect a Friend of the Taxpayer, there is another issue on the Recall ballot, Prop. 53, the forgotten proposition. And it needs to be defeated outright.

This motion was passed without dissent by the Executive Committee of the Libertarian Party of California:
WHEREAS, the Legislature has placed a constitutional amendment, ACA 11, on the ballot as Proposition 53; and
Whereas, this amendment would create a California 21st Century Infrastructure Investment Fund in the State Treasury; and
Whereas, starting in the 2006-2007 fiscal year, this amendment is expected to require the transfer of 1% of state General Fund revenues to the infrastructure fund, such rate increasing by 0.3% annually under specified conditions until reaching a maximum of 3%; and
Whereas, these infrastructure funds would be allocated for capital outlays involving acquisition, construction and rehabilitation of state-owned and locally-owned infrastructure; therefore be it
RESOLVED, that the Libertarian Party of California opposes any constitutional spending requirements, noting that existing requirements for education and other purposes tie the hands of the Legislature and lead to higher taxes and government spending; and,
Accordingly, the Libertarian Party of California urges all California voters to vote NO on Proposition 53 on October 7, 2003.
