S Securities and Exchange Commission voted yesterday unanimously to put out for comment Regulation SHO, which among other things, would require short sellers to first locate securities before selling short, relieving the imbalance that both the Commission staff and the Commissioners stated has existed. This part of the proposed regulation will apply to EVERY stock, including bulletin board securities that have been victimized by Naked Short Selling."
