The proclamation recognizes the accomplishments of Americans with disabilities and encourages their full inclusion in the workforce.

Although recent statistics show that the unemployment rate for persons with disabilities is as high as 68%, the proclamation follows concrete federal programs that assist disabled citizens to obtain gainful employment. The Department of Justice, for example, has established an ADA (Americans with Disabilities Act) Business Connections, a series of meetings between business leaders and disabled communities to promote better understanding and to urge greater voluntary compliance of the ADA. In addition, the Department of Health and Human Services and the Social Security Administration have implemented the Ticket to Work program that allows millions of Americans with disabilities to work and still have decent health care. The Department of Labor has also created two national centers that provide technical assistance, training, and information on disabilities and the workforce.
