In May 2003 - Elmer retired as Deputy Commissioner of the NYC Department of Correction Â NYC where he managed the Investigation and Trials Division, Supervised a staff of 100, including Assistant Commissioner, Directors and Deputy Directors. His division was focused on overall investigations as well as internal and external corruption. Elmer served as Inspector General for New York State under Governor Mario Cuomo. He investigated, supervised and prosecuted welfare fraud, abuse and other illegal acts within the Department of Social Services. As Supervising Confidential Investigator of NY State Banking Department, Elmer conducted special investigations relating to money laundering by narcotic cartels using the NYS Banking system. He investigated bank fraud and other banking violations. While serving as a Detective Sergeant for NYPD, Elmer was asked to join the NYPD/FBI Joint Terrorist Task Force where he investigated acts of terrorism and gathered incriminating evidence against terrorist groups operating within the United States and Puerto Rico. He conducted a number of well-publicized investigations, which have contributed greatly to the reduction of terrorism within the United States. Elmer is frequently contacted by the Hispanic Media as a Terrorist Consultant to discuss current topics.
ElmerÂs education includes a B.S. Criminal Justice and M.S. Labor/Industrial Relations (with distinction) from NY Institute of Technology; GovernorÂs Executive Development Program ÂManaging New YorkÂ and the FBI National Academy, 139th Session Â Quantico, VA.
Elmer was 2002 President of the American Academy of Professional Law Enforcement; and a member of the FBI National Academy Associates; American Society for Industrial Security; National Law Enforcement Officers Association; Internal Security Association/Financial Firms; Rockland County NY Police Shields; Rockland County Police Chiefs Association; NYCPD Honor Legion; Hispanic Society, NYCPD Â Board Member, Retired NYPD Officers Association and International Narcotic Enforcement Officers Association.
