More and more consumers are using Carrier pre Select (CpS) for outbound traffic. It is estimated that more than 25% of the Dutch customers use a CpS provider for outbound calling. In Q3-2003 CpS share in minutes of the total voice market increased to 32%. Meanwhile, KPN is losing market share at a steady rate since last year local calls are included in the carrier selection, and since the change of the CpS activation process to operator controlled.
KPN is forced to either reduce their cost base, or they must try to win back market share. The current fuss about slamming might be the first step for KPN to stop the decline in market share. CpS slamming is persistent, say OPTA, the Dutch regulator, but only a small problem, which does not justify the change of activation process KPN is implementing. According to Tele2, more than 1,200,000 households use Tele2 Carrier Select on a daily basis.
