France Pool Safety Law and AFNOR standards now finalised

the French Government published the finalised law in the "Journal Officiel" on 16/12/03. This law takes effect from 1st January 2004 (for rental properties and new pools), and therefore rental properties with pools are advised to arrange for a standardized security system to be installed before their first rental in 2004.

France (PRWEB) December 23, 2003 --The law requires that the security system installed must meet with the AFNOR standards, which are now finalised.

There are 4 types of Safety Device that have been issued AFNOR NF (final) standards but these contain caveats as to their use and applicability - see below for details:

 
  • Safety Barriers (Fences) - Final Standard published NF P90-306

 
  • Pool Alarms - Final Standard published NF P90-307

 
  • Safety Covers -- Final Standard published NF P90-308

 
  • Pool Shelters/ Abris - Final Standard published NF P90-309

These standards are currently only available in French and via their website for a fee. We have copies of these standards and are able to advise you in accordance with these standards and can provide a summary as to their use as follows;

NB: These new standards each provide conformity to the law but only if the equipment is used according to the requirements of the standards. It is therefore important to choose a safety device that will be the most effective in providing safety at your property and which is suitable to how the pool is used. You are also advised to check with your rental company and insurance company to ensure that your choice of Safety Device meets their policy requirements.

Safety Barriers provide permanent security, whilst Alarms can be turned off or not heard, Covers left off and Shelters left open, and in any of these situations these safety devices will not conform to the law and you may be held liable if accidents occur as a result.

La Commission de la Sécurité de Consommateurs "CSC" (French consumer safety commission) recommends Safety Barriers (Fences), which provide permanent security. They also advise that Alarms should only be considered as a complementary device in addition to the other three standards due to the fact that they do not prevent access to the pool.
