OPENING OF A EUROPEAN SALES AND MARKETING OFFICE

CARLSBAD, CALIFORNIA – February 18, 2003 - Universal Guardian Corporation, a wholly-owned subsidiary of Universal Guardian Holdings, Inc. (OTCBB: UGHO), today announced the opening of its Zurich, Switzerland-based sales, marketing, and operations office. New business initiatives and daily managerial operations will be overseen by newly-appointed Director of European Operations, Mr. Thomas Peck.

The office, located at Kriesbachstrasse 30, CH-8600 Duebendorf, Switzerland, will be the central entity for all of Universal Guardians European sales, marketing, technical, and customer support operations.

Universal Guardians corporate expansion with the addition of the Swiss office allows us to better serve both our existing and future European clientele," said Michael J. As defense and security-related issues are as much a concern internationally as they are here in the United States, we are confident that this effort will be a fruitful one."

Mr. Skellern continued, We are also very pleased to welcome Thomas Peck to the Universal Guardian team of industry veterans. His government, military, and law enforcement experience and knowledge of security-related technologies will be valued assets to our growing organization."

Previously, as the Managing Director of Inter Mares AGs Swiss subsidiary, Mr. Peck was responsible for sales and support of Remote Undersea Vehicles to European military and law enforcement agencies. He is also a veteran of the Swiss military, where he specialized in wide range cruise missiles.
