OAO HEALTHCARE SOLUTIONS ANNOUNCES AGREEMENT WITH UPMC HEALTH PLAN

e-Health Benefits Information Solution to Streamline and Automate Administrative Services for Large Pennsylvania Health Plan

GREENBELT, MD – FEBRUARY 12, 2003 - OAO Technology Solutions, Inc.® (NASDAQ: OAOT) announced today that its subsidiary, OAO HealthCare Solutions, Inc. (OAOHS), has signed an agreement to license its e-health benefit information solutions to UPMC Health Plan, a provider of health insurance products in western Pennsylvania. The software license sale, valued at $1.2M, includes the following modules: MC400, McNet, Data Warehouse and CommSys. As part of a comprehensive solution, OAO Healthcare Solutions will also provide implementation and maintenance services, significantly enhancing the total value of the contract. UPMC Health Plan currently uses OAO HealthCare Solutions Care Management System for medical management.

UPMC Health Plan has more than 380,000 members and more than 4,700 business partners in Pennsylvania. The OAOHS MC400 System will enable UPMC Health Plan to automate numerous processes as well as meet evolving regulatory requirements, resulting in improved workflow and lower claims processing costs," said Patricia J.
