Mr. Reid has also organized and served as Chairman of the Bank Administration Institutes Bank Business Ethics Committee, the American Bankers Association Regulatory Compliance Committee, was Co-founder and Chairman of the California Bankers Association Regulatory Compliance Committee, and founded and served as Chairman of the Bank Secrecy Act Committee which was organized in 1985 to assist the U.S. Treasury and the IRS in stopping money laundering, improving compliance and was instrumental in the adoption of industry standards for Knowing Your Customer." Mr. Reid has consulted for bankers and government officials throughout the United States and abroad on matters relating to national and global compliance and money laundering. Alexander D. Seddio, a Principal with AML Specialists, is an expert in the investigation of financial crimes and in assisting financial institutions in developing and maintaining compliance programs related to the anti-money laundering provisions of the Bank Secrecy Act, Money Laundering Control Act, and those related provisions contained in the USA Patriot Act. Mr. Seddio served as a Special Agent with the Criminal Investigative Division of the Internal Revenue Service (IRS-CID) for 23 years, during which he was responsible for the management and conduct of numerous investigations involving criminal violations of the Internal Revenue Code, Bank Secrecy and Money Laundering Control Act. During his tenure with IRS-CID, Mr. Seddio became widely recognized as one of the governments leading figures in the effort to combat the laundering of criminal proceeds through the U.S. financial system. Mr. Seddio has qualified as an expert witness in U.S. District Court in the areas of financial investigation, money laundering and asset forfeiture, testifying on numerous occasions. In working with the financial industry shortly after the enactment of the Money Laundering Control Act, and long before any mandatory requirements existed, Mr. Seddio was widely recognized for creating a system for the voluntary identification and reporting of suspicious transactions in California, which served as the prototype for the national suspect transaction reporting mechanism that has evolved into the present Suspicious Activity Report" (SAR) system. Mr. Seddio co-founded the California Bank Secrecy Act Working Group and is a member of the committee responsible for organizing the West Coast Anti-Money Laundering Forum. Upon leaving government service, Mr. Seddio was employed by KPMG as a Director in the Forensic and Litigation Services practice and was responsible for providing anti-money laundering and Bank Secrecy Act compliance assistance to financial institutions.
John D. Lyons, a Principal with AML Specialists, was most recently a Senior Enforcement Advisor with the U.S. Department of Treasury focusing on issues of money laundering, terrorism financing, public corruption and financial crimes. His expertise in anti-money laundering and international standards for the banking, insurance and securities industries has been instrumental in his role advising the governments of Tanzania and Uganda on legislation, infrastructure and bank supervision. Mr. Lyons has provided training on the fundamentals of money laundering and compliance with reporting requirements for a variety of clients. Since obtaining his law degree from Stanford in 1967, Mr. Lyons has served in numerous roles including Assistant U.S. Attorney, District of Arizona as Chief of the Criminal Division specializing in white collar crime and prosecution of RICO and CCE offenses and Assistant U.S. Attorney, Northern District of California where he supervised a unit in the Criminal Division for ten years specializing in financial fraud, coordinating the bank and savings and loan cases in the office. For five years, he chaired the Bank Fraud Working Group (an inter-agency group consisting of bank regulators from the FDIC, OCC, RTC, OTS, Federal and State investigative and prosecutive agencies).
