THE NORTHERN PLAINS, THE UPPER GREAT LAKES, THE MIDDLE ATLANTIC SEABOARD FROM VIRGINIA TO NEW ENGLAND WILL BE COOLER THAN USUAL. WEST OF THE ROCKIES WILL BE MAINLY AVERAGE WITH SOME COOLER THAN USUAL, NOTABLY SOUTHERN CALIFORNIA AND NORTHERN WASHINGTON. A SMALL PORTION OF THE SOUTH-CENTRAL PLAINS WILL BE WARM.
DESCRIPTIVE PRECIPITATION PARAGRAPH: THE NORTHERN HALF OF THE NATION WILL BE WETTER THAN USUAL EXCEPT FOR THE MIDDLE MISSISSIPPI VALEY AND THE GREAT LAKES WHICH WILL RECEIVE NEAR AVERAGE PRECIPITATION. IN THE SOUTHERN HALF OF THE NATION, THE SOUTHWEST AND SOUTHCENTRAL PORTIONS WILL BE DRY EXCEPT FOR CALIFORNIA WHICH WILL SEE NEAR NORMAL RAINFALL. THE SOUTHEAST WILL BE WETTER THAN USUAL EXCEPT FLORIDA WILL RECEIVE NEAR AVERAGE RAINFALL.
