Ratings will be administered as follows:
Over-Weight: Outlook is to outperform historical market averages.
Equal-Weight: Outlook is to perform equal to historical market averages.

Zero-Weight: Outlook is negative.

Ratings will also include the following time component:

Near-Term:    3 - 12 Months
Long-Term:    12 Months and beyond
