Four people are gunned down in the apparent robbery of a Las Vegas convenience store. Are they all innocent victims, or was one the target of a hit man?

Security tapes show the bandit is an amputee and the suspect is quickly dubbed "the one-armed bandit."
But as the investigation proceeds, the cops soon realize that nothing in the case is as it first appears. They follow clues from the sleazy side of Sin City to rural upstate New York, and on to the Halls of Congress in Washington, D.C. in their pursuit of the elusive killer.
