Prior to his recent retirement from federal civilian service, Mr. Lehman was the Presidential Rank Senior Executive and Senior Technical Executive for the Fire Support Armament Research and Development Engineering Center at Picatinny Arsenal, NJ. Mr. Lehmans federal career spans over 42 years experience in the research and development of weapon and fire control systems for Army Artillery, Mortar, Tank, Helicopter, Air Defense and Infantry Systems.

As Senior Technical Executive for Fire Support, Mr. Lehman was responsible for leading 800 scientists, engineers and support staff conducting nearly a billion dollars of research, development and initial production in Advanced Artillery, Smart Munitions, Fire Control and Software Engineering. Earlier, he was responsible for over 300 Army sighting and computer systems including the development of fire control for the first digitally automated howitzer, the Paladin, as well as the Armys Abrams Main Battle Tank. He was also responsible for design of the first digital Mortar Fire control System which was recently fielded to Army units.
