Record Seventh Contract to Be Announced by VISTA in Single Month; Demonstrates Critical Defense-Wide Need to Prepare for 2005 Base Realignment and Closure Initiative. VISTA has saved the US Army $1 billion in previous rounds of BRAC. Data collection phase for 2005 BRAC is already underway.

Herndon, VA (PRWEB) February 29, 2004 --VISTA Technology Services, Inc. (VISTA), the leader in facilities infrastructure analysis, has been retained by the Deputy Assistant Secretary of the Army for Infrastructure Analysis [DASA (IA)] to assist in the nationwide Base Realignment and Closure (BRAC) initiative slated for implementation in 2005. The news marks a record seventh defense-related agency contract award to be announced in a single month by VISTA. Value of the contracts was not disclosed.

The Army has relied upon VISTA for its facilities infrastructure analysis since 1988, in preparation for the first round of BRAC. This time, VISTA will provide DASA (IA) support for a Web-based application to collect capacity and military value data for BRAC 05. The company will also assist in design and processing of queries against the data collected, an application help desk, application training, analytical support, and application maintenance and modifications.

Facilities infrastructure analysis is analogous to urban planning for the military and civilian defense complexes -- a critical part of Defense Transformation. BRAC, now a subset of Defense Transformation, is a Congressionally mandated requirement to collect, analyze and report on facilities that support operational missions. Originally applicable only to the military services, The Defense Authorization Act of 2002 called for another round of BRAC in 2005 -- this time involving the entire Defense Department.

Were seeing a clear trend among the countrys defense organizations to start preparing early for the next BRAC," said VISTA President and CEO David Baxa. The Department of Defense must present a report to Congress in early 2005 recommending facilities for closure or realignment. VISTAs forward-thinking clients realize they need to be ready now. Otherwise, they may find themselves trying to accomplish their operational objectives with resources they had no direct role in deciding."

In this month alone, VISTA has announced that it has been asked to lend its facilities infrastructure analysis expertise to seven defense-related organizations. In addition to DASA (IA), VISTA this month announced contract wins with the following agencies:

• Defense Contract Management Agency (DCMA)
• Defense Information Systems Agency (DISA)
• Defense Finance and Accounting Systems Agency (DFAS)
• Defense Supply Center (DSC), Philadelphia
• Missile Defense Agency (MDA)
• Defense Logistics Agency (DLA)

The US Army, a long-time VISTA client, saved over $1 billion in construction costs across multiple rounds of BRAC, starting in 1988.

A correctly sized and properly maintained infrastructure makes operations more efficient, and reduces the bills associated with maintaining excess infrastructure."

Baxa underscored that facilities infrastructure analysis is the foundation of all Defense Transformation initiatives. BRAC is only the latest example of Defense Transformation," Baxa said. Americas defense-related facilities must respond to the Department of Defenses new thinking about threats and warfare. Without the appropriate infrastructures to support changing missions, our countrys ability to fight effectively may be compromised.
