Function As A 'Department of Peace' Of Space"
Dr Webre is International Director of ICIS, and hosts a public affairs radio show. He has been a futurist at Stanford Research Institute, General Counsel to the NYC Environmental Protection Administration, environmental consultant to the Ford Foundation, and Member, Governor's Emergency Taskforce on Earthquake Preparedness, State of California. He is an author, Fulbright Scholar and Yale Law School National Scholar.

Marjorie Dixon Zamora

Marjorie Zamora, Professor Emerita of Political Science, graduated Earlham College, and MA at UIUC, earned an ABD in Public Policy Analysis at UIC. Ms Zamora is a published author with pending screenplay dramas in Costa Rica and Nicaragua. She is the Founder of the Department of Peace Coalition (DOPC.us). She introduced the DOP Resolution in the American Association of University Women's 2003 national convention, and is a speaker & writer about Department of Peace and the Space Preservation Act and Treaty.

Dr. Francine Smolucha
Professor at Moraine Valley Community College in Palos Hills Illinois
"Psychology of Peace: Things We Can Do Right Now."
Fran Smolucha has a Ph.D. in Educational Psychology from University of Chicago and is the published Russian translator of Vygotsky's works and a researcher on children's play and creativity. She is Faculty Advisor for the International Women's Club and is currently networking with other APA psychologists on prevention and response to community crises.

Ambassador Jonathan Dean
Union of Concerned Scientists (UCS), Adviser on Global Security Issues.
"How treaties and transparency in space issues improve national and global security."
Dr Dean works on issues related to national and international security and arms control. He was ambassador to the force reduction negotiations between NATO and the Warsaw Pact. During World War II, he saw combat infantry service from Normandy to the Elbe.

Dr Leonard Weiss
Chair of Space Weapons Panel, Federation of American Scientists.
Preliminary report on the Findings of the FAS Space Weapons Panel.
Dr Weiss is a former staff director of the U.S. Senate Committee on Governmental Affairs, where he directed legislative and oversight activities involving nuclear nonproliferation. Dr Weiss has held tenured professorships in Applied Mathematics and Engineering at Brown University and the University of Maryland; his PhD is from Johns Hopkins University.

Brigadier General Simon P. Pete" Worden
Congressional Fellow, Senator Sam Brownback (R-Kansas).
"Operationally Responsive Space. Non-weapons application of the military in space."
Brigadier General Worden holds a doctorate in astronomy and twice served in the White House on the National Space Council and Office of Science and Technology Policy. He has worked on all phases of the Strategic Defense Initiative, commanded the 50th Space Wing, and served in both the Air Force Space Command and Space Operations. Worden has authored more than 150 scientific technical papers on astrophysics, space science and strategic studies.

Dr Carol Rosin
President, Institute for Cooperation in Space.
"A Viable Way Forward. The Preservation of Space Act and Treaty"
Dr Rosin is an award winning educator, author, a leading aerospace executive, a space and missile defense consultant, and founder of ISCOS. According to Military Space (July '84), "Rosin is regarded to be the original political architect of the move to stop the SDI (Strategic Defense Initiative) and ASATs (Anti-satellite weapons)." Rosin is an official Advisor to China, and has traveled extensively to Russia and worldwide to promote expanded world cooperative civil, commercial, entrepreneurial and military space R&D and exploration programs.

Moderator: Jeffrey Lewis, Executive Director of the Association of Professional Schools of International Affairs. Mr Lewis is completing his dissertation on a developed arms control framework for the United States-China relationship, and previously worked in the Office of the Undersecretary of Defense for Policy. He has authored articles in the Georgetown Journal of International Affairs, National Security Studies Quarterly, Harvard Asia Quarterly, and the Washington Quarterly.
