The framework for the EO13327 tool set will be based on proven applications and methodologies developed by VISTA for the military. VISTA’s two decade long track record of real property data collection and analysis for the military has saved one client, the U.S. Army, one billion dollars in ongoing construction programs.

Executive Order 13327 calls for a close accounting of and analytical approach to real property asset management. One requirement is the development of a real property inventory database – a government-wide shared repository of information on federal facilities and their utilization. The first step in creating such a database is to have an accurate inventory of the government’s real property assets.

“VISTA’s background in facilities infrastructure analysis, combined with our long history of success in real property issues for the military, give us a strong foundation for the development of tools to support EO13327 compliance,” said VISTA CEO and President David Baxa. “Most Federal agencies already may maintain some real property information, which must be integrated to cover all requirements for compliance. VISTA will not only provide a baseline approach to addressing these requirements, we can flexibly modify the tools we use to make best use of the data already maintained by each individual agency.”

VISTA’s tool set will focus on three aspects of real property asset management: inventory, requirements analysis and decision support.

Inventory includes collection of information regarding the facilities portfolio under each agency’s management, as well as the quality and condition of those facilities and how they are being utilized or will be utilized in the future. Requirements analysis examines facilities requirements (what is needed to meet current missions), life-cycle management requirements (cost of maintaining facilities over time), and operational requirements (what may be required over time to address evolving operations and missions). Decision support will assist in development of strategies for disposal of excess owned/leased facilities, optimization of maintenance investments, and optimization of operational funding investments.

Depending on the agency, the tool set may need to integrate with existing Enterprise Resource Planning frameworks.

For the inventory aspect of its tool set, VISTA plans to modify an online data collection tool it has developed, which is being used in several Department of Defense (DoD) agencies nationwide. The tool is a Web-based application written in the Oracle PL/SQL language, which generates HTML pages and provides all program logic and control, data entry and error checking, and manages users. Security is provided through the SSL layer of the Web server and through internal Oracle security controls.

VISTA’s IT consulting capabilities and expertise in real property asset management will enable its civilian agency clients to tailor the tool set to their particular needs. “In the case of the DoD, VISTA’s data collection tool was pre-loaded with data elements and requirements specific to the needs of the department,” Baxa explained. “For EO13327, VISTA will work with its clients to define appropriate data elements, pull from existing requirements, and provide quality control over the type of data to be collected. This is important in creating the kind of inventory of facilities that is crucial to the early stages of compliance with the Order.”

In its current form, VISTA’s real property inventory data collection tool is in use at both military and civilian agencies within the Department of Defense, including:

  • Deputy Assistant Secretary of the Army for Infrastructure Analysis [DASA (IA)]
  • Defense Contract Management Agency (DCMA)
  • Defense Information Systems Agency (DISA)
  • Defense Finance and Accounting Service (DFAS)
  • Missile Defense Agency (MDA)
  • Defense Logistics Agency (DLA)
