Mayor, Porn and Medical Scams

Cunningham, III president of the Los Angeles Board of Police Commissioners, told Full Disclosure host Leslie Dutton that Commissioners serve at the pleasure of the Mayor (Hahn) while their role under the City Charter is to be an independent commission even though the Mayor has the authority to remove them from the Commission.

According to Cunningham the L. A. Police Commission has never had a request to regulate the influential Los Angeles pornography industry, even though there have been well publicized recent efforts to require condom" use by porn stars to fight the increasing AIDS threat. He said that business permits have been issued to massage parlors, dance halls, even security and burglar alarm companies but never to pornographers who are primarily based in the San Fernando Valley. He added that it might require an act of Congress.

When asked what the Police Commission is doing about the growing Medi-Cal and Medi-Care store-front scams operating throughout Los Angeles, Cunningham said the Commission would be most interested in joining with the FBI and state regulators who are targeting Los Angeles as a Hub where a reported $260 million in fraudulent billings have been intercepted.
