Accomplished Business Leader B. Ray Summerell Brings Extensive Background in IT Systems Consulting and Master Planning.

Only two weeks after celebrating its first anniversary under a new management structure, the board of directors for VISTA Technology Services, Inc. (VISTA) has approved the hiring of B. Ray Summerell as Vice President, Corporate Development.

VISTA concluded a management buyout in October 2003. Since then, the company has steadily grown business from Executive Order 13327 (EO 13327) on Federal Real Property Asset Management, as well as ongoing Base Realignment and Closure (BRAC) activities. The company has hired Summerell to take advantage of the recognition the company has developed as the leader in IT solutions for federal facilities infrastructure analysis to expand the company’s business further still.

As VP, Corporate Development, Summerell is specifically tasked to craft the company’s forward-looking identity for existing and new markets; leverage the company’s market position and expertise for business growth; develop marketing, sales and business capture strategies; and create strategies and tactics for expanded business success and performance. He will report directly to VISTA CEO and President, David Baxa.

“We’re happy to have a proven business leader like Ray join the VISTA team,” said Baxa. “His experience is directly in line with VISTA’s core strengths, which gives him a firm foundation from which to continue to develop and expand our business. Hiring him was an easy decision for the board of directors to make.”

VISTA’s board includes company executives David B. Baxa, Larry H. Lincoln, and H. Michael Ryan, as well as Rodney Buck (Managing Director, The McLean Group), and Anthony J. Cancelosi (former CEO of iBrite, eStara, & Source Digital).

Summerell most recently served as Director for US Sales, Civilian Agencies and Architecture/Engineering/Construction for DigitalGlobe. He was founder, president and chief executive of EIPCI, a woman-owned professional services consultancy, and was VP of Corporate Development for Facility Information Systems, Inc. As Command Master Planner for US Army Training & Doctrine Command, Summerell managed nationwide 200-person staff; he

also served as Deputy Branch Manager for military facilities and environmental projects with the US Army Corps of Engineers.

Summerell has a Bachelor of Landscape Architecture degree from Virginia Polytechnic Institute and State University, and pursued graduate studies in Urban and Regional Planning from Old Dominion University and Engineering Management from the University of New Orleans. He is a Certified Facilities Manager and a member of the American Society of Landscape Architects.

“Joining VISTA with the responsibility to help continue and advance their growth is exciting,” said Summerell. “Companies with this high level of integrity, expertise and business performance are rare in today’s marketplace.

“VISTA has the proven capability to improve how all federal agencies manage facilities requirements, budgets and cash flows,” Summerell continued. “With evolving federal agency requirements for improved asset management performance, VISTA is uniquely positioned with the skills, resources and experience to emerge a practice leader in this market.”
