Conrad Melancon has been named director of business development by RMS Communications Group Inc., an industry leader in cell phone recycling.
Melancon, of Folsom, Calif., will be in charge expanding RMSÂs network of agents and program participants throughout California and the rest of the nation.

Melancon has a decade of experience in the wireless industry, having owned retail stores and served as sales manager for a rural carrier in Northern California.

Melancon also brings a California presence to the company. California is critical to the recycled cell phone industry because it has the greatest number of cell phone users of any state in the nation. Also, California recently enacted the Cellular Phone Recycling Act of 2004, which requires retailers of cellular phones to offer no-cost recycling options for consumers by June 2006. Similar legislation is pending in several other states.
