Secure, public key-enabled electronic signatures are an integral component of any eGovernment initiative. Without this capability, processes will only be partially automated and will still be burdened by the inconvenience and cost of printing to paper whenever a signature is required. In December of 2004, the US Army chose to deploy an integrated forms management solution combining content management, forms and electronic signature technology, officially named the Forms Content Management Program (FCMP). This program combines these technologies to provide an infrastructure to automate form-based business processes. As part of FCMP, an electronic signature enterprise license for the US Army 1.4 million personnel was awarded to enable the Army to fully automate processes, keeping the forms and other document formats electronic throughout. Mr. Lyman will provide an overview of the requirements for this program, challenges faced in bringing the solutions together and the expected benefits to the US Army as the first phase of the program is deployed this year.
