CACH International Proposes New Concept to Support Mass Evacuees Following Disaster
Combine BRAC bases and FEMA regions to have a surge capability to provide for deployment of pre-positioned assets or housing, schools, day-care, retraining following mass evacuatins.
Lake County, FL (PRWEB) September 12, 2005 -- CACH International proposes a national program to house and protect evacuees following mass disasters.
Combining the Base Realignment and Closure (BRAC) system of removing bases from the military inventory and the Federal Emergency Management Agency (FEMA) regional model, CACH International proposes converting selected bases to serve two roles: pre-positioning of necessary emergency supplies and maintaining the bases through a combination of Federal, State, and Non-Governmental Organization burden-sharing in preparation for supporting and/or housing victims of a disaster.

Housing, schools and day-care, food services, and hospitals can be readily re-established given the proper administration and management of these facilities -- national assets that are recognized as under-utilized."
