Lorman Education Services Presents Discipline Of Students With Special Needs Seminar on November 10, 2005.

This seminar will focus on discipline of special needs students.

(PRWEB) September 16, 2005 -- "Discipline of Students with Special Needs" is for anyone who represents school districts or children and their parents, or is interested in the growing area of school law, should attend this seminar about discipline of special needs students.

Maureen A. MacFarlane is legal counsel for the Cambridge Public Schools. Her practice is concentrated in the areas of education, employment, labor, municipal and special education law. She has lectured predominantly about education, special education, and discrimination and harassment issues. Ms. MacFarlane also has written about civil rights and constitutional law issues in the educational setting. Prior to becoming legal counsel to the Cambridge Public Schools, she was a special assistant corporation counsel for the Boston Public Schools, and prior to that, she was in private practice and had served as a judicial law clerk for the Massachusetts Court of Appeals. Ms. MacFarlane is a magna cum laude graduate of Boston College and a graduate of Boston University School of Law. She also holds an M.E.L. degree from Franklin Pierce Law Center, a masters degree in English literature from Boston College and a masters degree in print journalism from Boston University College of Communications. Ms. MacFarlane is member of the Boston, Massachusetts and American Bar Associations; the Massachusetts Association of School Committees Council of School Attorneys; and the Education Law Association.

Robert F. Putnam, Ph.D., BCBA is the senior vice president of consultation for The May Institute, Inc. He oversees a team of school consultants who provide behavioral consultation to over 100 public school districts in New England and New Jersey. He is partner in the National Technical Assistance Center for Positive Intervention and Supports, an OSEP-funded grant to assist in the dissemination and implementation of school-wide positive behavior supports in the northeastern United States. Dr. Putnam has provided consultation to schools across the country relative to effective discipline interventions. He has given over 100 presentations at schools, as well as national and local conferences, regarding development and implementation of effective discipline, functional behavior assessment and positive behavior support practices. Dr. Putnam is widely published in this field, with publications in the journals of Behavior Modification, Child and Family Behavior Therapy, the Journal of Positive Behavior Interventions and the Journal of Special Education Leadership. He currently serves on the editorial board of the Journal of Positive Behavior Interventions. Dr. Putnam received his Ph.D. degree from Boston College. He is a licensed psychologist certified health service provider. He was previously on the faculty of Harvard Medical School and currently is a clinical assistant professor at Northeastern Universitys Bouve College of Pharmacy & Health Sciences.

Mary Ellen Sowyrda heads the Special Education Department within Murphy, Hesse, Toomey & Lehane, LLP, which currently represents approximately 160 school districts and educational collaboratives in the field of special education law. She is involved in all aspects of litigation including hearings, mediations, pre-hearing conferences with the Bureau of Special Education Appeals and court cases. She provides clients with daily advice on school-related legal issues and deals with the Department of Education, the Department of Social Services and other state agencies that provide services to students. Ms. Sowyrda conducts workshops for clients on such special education topics as discipline, inclusion, procedural issues, strategies to avoid hearings and to prepare for hearings, recent trends in the law, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act and ongoing changes in regulations. She is a summa cum laude graduate of Boston College and a graduate of Boston College Law School. Ms. Sowyrda is a member of the Boston, Massachusetts and American Bar Associations.

Gina Yarbrough practices education law with Stoneman, Chandler & Miller LLP with a particular interest and expertise in special education; student discipline; civil rights; and juvenile, family and disability law issues. She works with the administrators and staff of public schools, including charter schools, on general school law, special education and employment issues. Ms. Yarbrough handles all aspects of representation, including day-to-day advising, reviewing and drafting of policies and procedures, attending meetings, advocacy, negotiating settlement agreements, and responding to administrative and court complaints. She has significant experience in the area of student discipline and has successfully defended the decisions of school administrators in Massachusetts courts. She is a member of the Massachusetts and Federal Bars, and also practices before administrative agencies such as the Massachusetts Department of Education Bureau of Special Education Appeals and the Massachusetts Commission Against Discrimination. Ms. Yarbrough is currently a member of the Massachusetts Bar Association and the Massachusetts Bar Foundation. She has served on the boards of the Womens Bar Foundation and the Massachusetts Law Reform Institute, and has served as chair of the Massachusetts Bar Associations Individual Rights and Responsibilities Section and the Department of Mental Healths Human Rights Advisory Committee. In addition to conducting workshops and trainings for public schools, Ms. Yarbrough has been a faculty member at a number of continuing legal education programs sponsored by Flaschner Judicial Institute, the Massachusetts Bar Association, Massachusetts Continuing Legal Education, Suffolk Law School, Boston College Law School, and child-serving state agencies and private vendors. She has authored a number of articles on special education, confidentiality, civil rights and accessing services; has been a contributor to publications such as Trial and Advisor; and was editor-in-chief of the Handbook on the Legal Rights of Minors (1994 and 1999 editions). Ms. Yarbrough is a graduate of Emerson College and Boston College Law School.

This one-day seminar is designed for special education teachers and directors, principals, teachers, school social workers, psychologists, guidance counselors, case managers, superintendents and attorneys.
