Lorman Education Services Presents New Developments In Special Education seminar on November 18

This "New Developments In Special Education" seminar is designed to provide critical information of the numerous changes resulting from the reauthorization of IDEA 2004.

(PRWEB) September 17, 2005 -- This seminar is designed to provide critical information to facilitate implementation of the numerous changes resulting from the reauthorization of IDEA 2004.

Karen Norlander is an attorney and social worker whose practice has been devoted primarily to children and special education law for the past 25 years. She has been a speaker at national, regional and statewide conferences throughout her years in practice. As an attorney, Norlander has represented hundreds of children and families as well as school districts. From 1989 to 1995, she served the commissioner of education in New York as the managing attorney in public and special education.

Currently, Norlander is special counsel to a law firm in Albany, New York, that represents over 60 school districts statewide. In addition to several publications on childrens rights and education, she has also served as adjunct faculty at both SUNY Albany and Russell Sage College. Norlander has represented dozens of clients in administrative hearings as well as in state and federal courts. She is admitted to practice before the U.S. Court of Appeals for the 2nd Circuit, which includes the state of Vermont, as well as the U.S. Supreme Court.

Norlander is also a certified hearing officer in New York who has presided over due process hearings. As a professional who can easily see the issues from all sides, she has devoted her career to seeking outcomes favorable to all parties without compromising principle. As a faculty member, Norlanders goal is to provide participants with new ideas, tools and approaches for building consensus without compromising principle, while highlighting the changes vital to sound decision-making and compliance with the very complex set of laws and procedures governing the special education process.

Brice Palmer is a special education advocate and managing partner with LawTemps, LLC in Benson, Vermont. Palmer is on the board of directors and is also a member and secretary for the Council of Parent Attorneys and Advocates, Inc, located in Washington, D.C. He is also a member of the National Advisory Board and lead curriculum advisor for the Special Education Advocate Training Project, University of Southern California.
