This "Law Of Public Easements And Right Of Way In California" seminar will give an overview of modern easement law.

Participants will gain an overview of modern easement law which they will be able to adapt to individual situations. In addition, participants will receive a reference handbook containing references to the latest California law on the subject of easements.

James Gilpin is a partner with Best Best & Krieger LLP. Mr. Gilpins practice focuses on public works/real property litigation including eminent domain, inverse condemnation, regulatory takings and construction litigation. He has represented clients in all phases of litigation including writ proceedings, jury and court trials, and appeals. Mr. Gilpin has completed eminent domain acquisitions on behalf of cities, transit, redevelopment, schools, water, flood control, sewer and other agencies throughout California. He is a member of the San Diego County Bar Association, American Bar Association, American Inns of Court and International Right of Way Association. He served as a legal consultant to the Appraisal Institute in the development of Appraisal Course 710 (Eminent Domain - Part A) and has served as an instructor to the International Right of Way Association and Appraisal Institute on the subject of eminent domain. Mr. Gilpin is a member of, and has served as the chairperson for, the Eminent Domain Section of the San Diego County Bar Association.

Kendall H. MacVey is a partner with Best Best & Krieger LLP, where he practices litigation with an emphasis in eminent domain, public agency litigation, antitrust, business torts and complex litigation. Mr. MacVey represents both private and public clients. He has taught classes on civil litigation and eminent domain at the University of California, Riverside and has published various articles on litigation-related matters. In addition to speaking before groups and seminars, Mr. MacVey has lectured before the Appraisal Institute, several chapters of the International Right of Way Association and the League of California Cities on eminent domain and litigation matters. He has also successfully tried eminent domain, inverse condemnation, fraud, insider trading, and antitrust cases before judges and juries. Mr. MacVey has been the chair of the Antitrust Section of the Los Angeles County Bar, where he was the first and only person outside of Los Angeles County to do so. In addition, he has been a master in the Los Angeles Inn of Court for Complex Litigation, and the president of the Inland Empire Chapter of the Federal Bar Association. Mr. MacVey is an attorney-representative to the Ninth Circuit U.S. Court of Appeals Judicial Conference and has been appointed by federal judges to serve on panels for the selection of magistrate and bankruptcy judges. He has also served on the Standing Committee for Discipline for the U.S. District Court in the Central District of California.

Malathy Subramanian is an associate with Best Best & Krieger LLP. Ms. Subramanian serves as the City Attorney for Lafayette, Assistant City Attorney for Lake Forest and lends her assistance to the city of Aliso Viejo and the town of Colma. Prior to joining the firm, she served as Assistant City Attorney for Dana Point. Ms. Subramanian frequently represents city councils, planning commissions and redevelopment agencies at their meetings and regularly advises the Lafayette City Council and the Lake Forest Planning Commission. Ms. Subramanian is a transactional attorney experienced in providing advice in a variety of areas including: conflicts of interest, land use and planning, CEQA public works contracts and redevelopment. She is also experienced in negotiating and drafting agreements for cities and redevelopment agencies including: professional services agreements, cellular site agreements, purchase and sale agreements, leases, licenses and public works agreements. Ms. Subramanian has been active in the League of California Cities and has drafted conference papers and assisted numerous times in updating various sections of the Municipal Law Handbook. She has lectured on the Public Records Act, Brown Act and conflicts of interest. Ms. Subramanian is president of the Contra Costa City Attorney Association and a member of the Contra Costa Bar Association, Orange County City Attorney Association and the American Bar Association.
